Absolutely, I agree on both points. This is good legislation, imo.
Young adults who are still dependents of their parents, while in college, should use their parent's home as their permanent address, and vote in the town they know and grew up in.
If they actually buy property and plan to live and invest in a particular college town, that is different--they would be allowed to vote there.
But, a large group of easily influenced, temporary voters who are not permanent residents of that community, should not be allowed to influence the lives of those who plan to live there long-term, make it their home, and pay taxes there.
