I understand perfectly what you mean and I think that it's absolutely true. My point was simply that whatever is *really* written in that law and however little do we know about it the Government will do what it will wish to do when the times come, if it will be against the law it will change it, if it will be impossible to change it the Government will invent some other story. That is why I believe that there is no sense to wonder what exactly is written there and even with perfect knowledge of Nepalese we wouldn't be able to foresee the Government's next step.
