Blue Willow Staffordshire England Makers Mark Unidentifed

Hi. I inherited a blue willow what i think to be a serving dish. The dish also has finial handles.I believe this piece to be quite rare. I cannot find any piece like it online .I researched the registry mark with no luck. What I do know is it is Blue Willow Staffordshire stone china.The pattern is considered traditional or chinoiserie. It has a backstamp along with the number 12. Has anyone seen this registry mark or knows the history and estimated value of the piece? I am disabled on limited income so if this is real it would be wonderful.
