Sebastopol is the pattern name. It is a real place. I will quote information from the Transferware Collector's Club database regarding the pattern:
Sebastopol, also known as Sevastopol, is a strategically important Black Sea port on the Crimean Peninsula, founded by Catherine the Great in 1783. In 1854-55 during the Crimean War it withstood an eleven month siege by combined French, British, Turkish and Sardinian forces, till the occupying Russians were finally forced to evacuate, leaving a ruined city behind. The city endured another siege by the Germans during World War II, finally capitulating in July 1942. Today it is part of the Ukraine.
