I would be very surprised if your grill plate has the 2 Temples II pattern. In the past I had three grill plates with the Rd. No. 712950 with the inner border in each section like you describe; however, they all had standard willow in the center pattern. The blue grill plate had "Made in France". The red one and green one had the same Rd. No., but they had "Made in England". The pattern was identical in all three and can be seen in plate 141 in Gaston's BLUE WILLOW -- her first book that came out in 1983, published by Collector Books. The Rd. No. dates the pieces to c. 1925. You might want to post a picture of your grill plate to confirm what the pattern really is. Again, with Arklow, I doubt that it is 2 Temples II pattern as I have only seen standard willow pattern produced by that company in Ireland. The pottery produced tableware and decorative ware made of earthenware. About 1975 Noritake took over the company. The pottery closed in the mid 1980s.
