I have a dinner plate shown in my book on p. 171 with the mark you describe. It is attributed to John Hulme & Sons at Harvey Works, Lane End, Staffordshire c. 1827-31. There are several other potteries with the initials of JH: however, Geoffrey Godden suggested to me that John Hulme is a possibility. The blue finger prints came from the transferer who got some color on her hands from the cobalt used in the transfer print. There is no painting involved in the process. Sometimes the workers get in a hurry and are not careful in matching up the prints. The impressed 16 in the back of the platter is probably a size mark.
