That is an interesting child's cup you found; however, it is not willow pattern, nor does it look like it is porcelain. (Can you see light through it?) It also has a major crack on the side where the horseman is, so value would be very low. It may be that the pattern has a transfer-printed outline, but the main decoration is hand painting. I was unable to find the pattern in Noel Riley's GIFTS FOR GOOD CHILDREN although there are a number of patterns in the Games and Pastimes Chapter 4 that show children playing with a hoop. Dating for those patterns is mid-19th century. You might try the Transferware Collector's Club website Message Board. There might be someone in that organization who knows more about this type of pattern.
