Not meaning anything derogatory but the Guard was brought in to guard the city so who is guarding the guard?

She supposedly was not too sure about going to DC but went anyway.Reportedly she was enjoying being there and going to historical sights,seeing monuments etc. Sounded like a vacation not a duty visit.Again why are they really there? No wonder other larger cities objected to having the guard in their cities.Just my brain racing like usual...
