I know it's unpopular, but when a woman isn't mentally capable to have babies, the government ought to do like they did in the past. NOT BECAUSE THEY ARE ONE RACE OR ANOTHER. but when they can stop unwanted pregnancies (when the parents WILL pass on something awful) I'd say they hold a medical discussion with those involved and do sterilization.
