it doesnt look that hard - you print up free form - your hubby signs it but you have to have a Notary there - this person could go to where your hubby is at - then you get it recorded - in Washington State you can get it recorded at Motor Vehecal Department - don't know what the law is in Pa - I didn't read through this -
