1 lb extra lean ground beef

1 1/2 cups water
1/2 cup milk

Preheat the Oven: Set your oven to 400°F (200°C).
Prepare the Mashed Potatoes:
In a medium saucepan, bring 1 1/2 cups of water and 1/2 cup of milk to a boil.

Bake:
Cover the dish with aluminum foil and bake for 30 minutes.
Remove the foil and continue baking for another 10 minutes, or until the cheese is bubbly and slightly golden.
