Rav 4 2.0 D-4D 1CD-FTV 2004 - Low boost #

Year of Manufacture *: 2004
Engine Size and Code *: 2.0 D-4D 1CD-FTV

Does anyone know how the vac pipes are connected to the boost solonoid, boost is low and I have a feeling the pipes are on wrong as one is snapped off?

I've managed to find a pic on the net and it looks like it's right, the snapped one is just the vent.

I've checked the signal side of the valve and it doesn't look right to me, voltage is high, but as I've not tested one before I don't know if it's right.

I did one a while back. it was flat no power until you got it up to about 3000 rpm then it went ok. No fault codes in the system. it turned out to be the egr valve at fault on that one I blanked it off and it went fine so fitted new valve and the job was a good one. if I remember you are better to remove the manifold as well because the one I did had a lot of carbon build up.
