Vw Transporter 2.5 AVC 2003 - No throttle response - Fixed #

Year of Manufacture *: 2003
Engine Size and Code *: 2500 ACV
( Optional ) ECU Type: Bosch EDC15VM
( Optional ) Scanner Used: Vag Com Picoscope
( Optional) Fault Codes: 18047 (P1639) Throttle pedal position sensor

I have a 2003 Transporter 2.5 AVC engine with no throttle responce. When you depress the throttle the engine speed rises very slightly and the glow plug light starts to flash. Have followed the test procedure in Elsa including testing the wiring with a headlight bulb. I have fitted a new pedal assembly as recommended by Elsa.
The fault code returns after clearing just by turning the ignition off and back on (do not need to start the engine)
Testing at the ECU the relevent pins do not have the readings I would expect.
Pin 12 has 12v I thought it should be 5v
Pin 63 has 12v all the time I thought this should be 0v rising to 5v
Pin 69 0v with no increase with throttle
Pin70 0v with no increase with throttle
The ECU earths check ok and I am suspecting ECU any thoughts would be most welcome.

I,v not checked any pin data, but more wiring testing needed, a short in the wiring to positive (+)?

I decided to test the voltages by putting a breakout box between the throttle pedal and the plug this morning. All the voltages at this end were OK started the engine and it accelerated fine. Reconnected the pedal and all OK.
Was it a bad connection on the plug and the pins of the break out lead cleaned them?
Was it damp (although there was no evidence of water around the ECU) where it had been valeted?
Only time now will tell if it happens again.
