Honda Civic 1.6 2004 - Engine will not rev over 2000rpm intermittent, code P0238 #

Year of Manufacture *: 2004
Engine Size and Code *: 1686cc 4ee
( Optional ) Scanner Used: bosch kts
( Optional) Fault Codes: PO238

Hi fellas
I have a fault code po238 which relates to the turbo boost being high resistance .Looking at Auto Data it doesn't show one on the engine I can see a valve on the turbo but no wiring going to it I have not done a lot on these and I do tend to shy away from diesels ,but this car is a mates so I said I would have a look any advice much appreciated cheers John

Check your email as I've sent you the troubleshooting chart for the P0238 DTC according to the Honda manual.
