Ford Transit D3FA 2003 - Non start, code P1631 main relay malfunction (power hold) #Archived Message

Hi all, I was wondering if anybody could throw some light on this non starting Transit? When I read codes I get code P1631 main relay malfunction [power hold] using Solus-pro. I have visually checked all wiring around engine, checked contnuity between pump control unit and ecu,checked powers and earths both KOEO and during cranking and have replaced both main relay and pump relay. I can clear the code but it returns as soon as I crank the engine. Is it possible that its an immobiliser fault because as soon as I turn the key from on to start the PATS light comes on steady. I have checked under "security" using scanner but this only gives blink codes of which there are none. Any ideas about what I should be checking would be helpfull as I hope to get back to this vehicle tomorrow. Thanks.
