VW Passat 1.9 TDi PD AVF 2002 - Hard to start when hot #Archived Message

Hi all, have got a real headscratcher, 2002 vw passat 1.9 tdi-pd does'nt like starting when hot, no dtc's stored, vehicle has been to VAG 3 times, they've renewed the inst cluster & transponder ring & still same, when hot starts & runs for 2 sec's or so then cuts out (when running has no throttle response) wait between 2 & 10 mins & hey presto starts & runs fine, seems a little sluggish (have scoped AMM & all good), low pressure from tank about 7psi, dropping to 4psi at higher rev's (seems a little low to me), when on motorway also seems to surge a little (only really noticable when cruise is on), any thoughts would be great.
