Have you just looked for electric pump or have you also looked for mechanical low pressure pump to?

If it has a Hand primer near the filter, most likely to be mechanical low pressure pump fitted.

Glyn has given good advice, I am sure if you carry out his suggested tests you will pin point the issue, if not come back with test results.
