At idle check the vacuum at the wastegate solonoid and then the actuator and see what you get, is the actuator pulling on fully, these are notorious for split vac pipes.

Also what boost pressure are you seeing when under load on the road?

Smoke test for leaks?

Lastly are you checking the right pressure sensor, I believe it should be 5v refrence?
