First things first:

1) have you confirmed the serviceability of the MAP sensor independently?

2) have you made sure the exhaust is clear?

3) have you made sure the inlet track is clear?

4) have you made sure any swirl flaps are operating correctly?

5) Have you checked the valve timing and lift (including worn keyways)?

6) What vacuum reading have you got at the control valve?

7) Does it change (on the output side)when you run an actuator test?

8) Have you smoke tested the whole intake track post turbo?

9) Are the injectors serviceable?

10) Is the turbo from a good source?
