These tank pumps run at a low pressure and don't ( i find ) self bleed very well.
I suggest you remove the valve from the test port and connect a pipe, then run pump until fuel flows. ( we use connector from test gauge which hold valve open )
The in tank pump are expensive and a pig to fit ! but our local dealer does not stock so I guess not to common to fail
