Your problem appears to match one I am having with a Suzuki Grand Vitara 2.0 HDI. (see Fixed and Gone 23/10/10 & Re vw passat TDI 1/6/10 on this Forum)
According to Turbo Technics the VNT can be prone to carbon build-up if used for short journeys with the engine not at full operating temp.
I will as a last resort be trying a sample of R-Mc 3E from R-MC Power Recovery Ltd, just need advice off John Kennard the procedure of how best to spray into the Turbo.
