Ford Transit Connect 1.8 TDCi 2006 - Turbo boost fault #

Vehicle recovered due to lack of power,no turbo boost,AA recovery had suspected turbo fault,carried out a diagnostic test via Delphi DS100,no faults stored,we have also checked the turbo wastegate rod/linkage for free-movement which is nice and free,next we checked the wastegate diaphram for leaks,which holds pressure and vaccum without any leaks,only problem we could see was when the diaphram is held under vaccum there was a trace of oil coming from it ? could this be a diapram failure ? how did the oil get in there?..... we have also carried out a turbo pressure test and it appears to be boosting at just under 1 Bar (11psi)it also appears that the diapram requires pressure to move the wastegate rod from it's seat. Has anyone had this fault before? Thanks again Graham.
