Have you tried the boost actuator underneath the air cleaner? the reason i say is because on reading your post i noticed that you have 17ohms is this from the ecu control unit wires plug 3 pin 35 and 48 brown and white twisted pair.
Because it should be between 11-16ohms i normally see 12-13 ohms if every thing is ok also make sure that the connection to the ecu is ok its very easy to mess up the connectors ( i know to my cost)
