I don't have an answer to the APPS problem but;
The reason there is a 15mv difference between APPS earth and BAT neg is because it's meant to be there.
The ECU holds the sensor earth slightly above chassis earth to enable it to detect short to ground faults.
I think about 20mv is normal.
