Afraid I'm not having any better luck than you have had, Lori. The pattern name, 'Kew', is likely after the Royal Botanical Gardens at Kew in London, as are the several other Kew floral patterns known. But as far as the maker? Keeling & Co. used one rather similar mark (for the 'Essex' pattern in the database) but their usual initials are K & Co. rather than K & C. There was a Knight & Colclough pottery that might have used those initials but can find no examples of their patterns or marks, maybe not surprising as they were only in business 1879-1880. If I find out more will let you know.
