I have been intending to have a crack at this one for a while, but have not had time. I think the printed backstamp says Ettricks & Claussen, which suggests a Scandinavian importer/wholesaler, probably Norwegian? I cannot read the pattern or place name beneath the name.
Impressed appears to be F, an anchor and 8, which suggests Thomas Fell of St Peter's Pottery, Newcastle upon Tyne, Northumberland active from 1817, then as & Co from about 1830 and eventually as a limited company (not sure of the date for this, sure I could find out, but time is not on my side!). Fell's position on the north-east coast of England would fit with a Scandinavian importer.
I do not recognise the pattern, but it may be recorded for Fell.
May I suggest you post larger images, especially of the key backstamps etc and offer your reading or transcription of the printed or impressed backstamps. You have the piece in front of you and may well see things more clearly than we can from an image. The more you tell us, the more we can probably tell you!
