Well Emily, this stuff just shows up everywhere; this certainly does look like transferware, likely 19th century, but as to pattern name, maker, etc., that's another case. It certainly looks like the image is of seaweed, and we have 29 patterns (out of nearly 20,000) in our Database of Patterns and Sources, with "seaweed" in the pattern name, but no match. I also tried "coral", no luck with 18 matches. That's the best I can do.
