I doubt the cup is Irish, the ochre painted rim is typical of the early 19th century and I don't believe any Irish potteries were producing transferware then, at least not until later in the century. Wish I knew the pattern. The farming implements in the well of the cup are typical of those found with Farmers Arms type patterns.
