I actually figured it out myself. It is a Victorian shaving mug. The soap goes in the strainer and the brush goes in the wide mouth. I have seen it mistakenly called a tea leaf strainer, but this does not explain the drain in the handle, which would be useful for shaving, but nonfunctional for tea.
