Help solve mystery of this little jar

I am looking for help figuring out what this lidded jar's intended use was...tea? biscuits? sugar? It is around 6" tall. Is it definitely transferware? I believe it is late 19th century. The bottom bears some form of the British registry stamp, but unlike all of the others I have come across. I cannot make out much of the impression..there is possibly a maker on the left? And on the right, maybe 1 or 2 / 87...were these typically numbered? Could this be some sort of unmarked Staffordshire? ANY input is appreciated. Thank you.
