I was just leafing through a book and found the Summer Rose pattern. The book is A DIRECTORY OF BRITISH TEAPOTS by Michael Berthoud & Richard Maskell. On page 208 Plate 1247, there is a picture of a teapot with the Summer Rose pattern just like your sugar bowl. The teapot has an impressed mark: Clews Warranted. That means it was made by J. & R. Clews,c. 1830.
