Bonnie, this not a test printing, it is a "sheet pattern" plate; the same pattern repeated across an entire plate (or other form). Not uncommon with 19th Century English/Scottish pottery. I don't recognize the mark/maker, but perhaps others with much more knowledge in this area could help. The three marks are from the little stilts which separated the plates in the kiln and allowed stacking during firing.
