I was able to find a blue printed teabowl and saucer in this pattern online (through Google images) with almost the same mark, only with "No. 18" added. That set seems to me clearly 19th century, and I agree that the quality of your plate is much better than you usually see with the stuff out of Asia. GH could, perhaps, be the initials of a retailer or importer, at least not necessarily those of the potter.
