This is definitely a mark used by both E.&G. and George Phillips on earthenware of various types. The firm was a major supplier of the N. American market. I've not seen your transfers before, but agree with Tim that they appear to be in the George Phillips time frame. He died in 1847 & the firm ceased to exit.
