I'm open to correction here, and I am sure some of the members more knowledgeable in the process of producing transferware will correct me if I am wrong, but I think the simple answer to your question is that transferware is UNDER-GLAZE (the print is applied to the biscuit and then the piece is fired in the kiln) while a decal is applied OVER-GLAZE as you might do with a souvenir piece, etc.
