It is Joseph Twigg of Newhill and Kilnhurst Potteries, Swinton, Yorkshire active under various trading names from 1820 to 1881.
I guess on the other side is a vaguely romantic scene with a couple and child standing in front of a large building in the background. Why this pattern was called Eton College is uncertain as it looks nothing like the famous public school.
Your piece probably dates to 1840s or a bit later?
