All types of ceramics were decorated with the transfer technique and printed patterns were used more with the less fine earthenwares than with porcelain, as it was a cheaper technique than hand painting. Without seeing the actual piece you're talking about it's hard to say whether it's a piece of transferware but it seems likely. Poppy would be the pattern name. Makers didn't always put their names on their products but at this later date (the England mark indicates a date of 1891 or later) they usually did. Hope this helps.
