Gem and another nondescript landscape/water scene called Albion, were made by a number of different makers, most of which were based in the north of England, rather than Staffordshire. However, after a search I can only find one J & E and that is Jones and Ellis of Stafford Street, Longton, Staffordshire which was a short-lived partnership. They registered a design in March 1862 and the partnership was dissolved in October 1864, but otherwise little seems to be recorded about them. They seem the best fit so far.
The other backstamp, the second in the list, is intriguing. Is the pattern name readable in real life? It would be interesting to see an image of the face of this piece as well, as it may provide a clue to the backstamp.
