For 28 years in two state systems and the federal system it was that way in my experience. Unless someone important can use it to make a name for themselves of course. Otherwise it just makes all the important people look like they don't know what they're doing... The only exception for me was a brief period from 1990 to 1992 when the administration actually wanted us to clean the place up. The rest of the time they would criticize you, undermine you by telling the inmates that you were wrong for enforcing policies then laugh at you when inmates invariably assaulted you for 'picking on them,' or find creative ways to punish you. The thug mentality in prison administration has most always been the ethos.
