Being good at your job often attracts more work. It's called 'performance punishment' and it is a dangerous game for leaders.
Overworking your high-performers to avoid growing your under-performers is a fast track to disaster. It breeds resentment. Good people will leave, and poor performers will not learn.
Be very careful of the behaviors and standards you reward.
