Yes it may be true your supervisors may be "denying" the inmate population "Respite". The policy is clear on the fact that they may be allowed to go for Respite whenever they feel. However, if it comes down to whether or not it's a security issue plays a factor too. Security will ALWAYS trump Respite. In any situation. Period. You also have to ask yourself is it a spacing issue. The policy does not say a word in it about how much space we have at our disposal to utilize. If your facility has 3000 inmates and space for 500 then, it's obviously clear 2500 of them won't get the opportunity. It is up to the supervisors to try and find a balance so everyone gets the opportunity. This is extremely difficult when 99% of the inmate population doesn't give a crap about anyone but themselves. And, when you try to reason with them it just makes the situation worse. Couple that with the fact that the vast majority of inmates are only going to Respite to conduct their illegal business. TDCJ survived over 100 years without "respite" they can go a few more days. And let's look at reality, in all the years we had inmates dying of heat related illnesses the fact that less than .001% of the population succumbed to a heat stroke is amazing. So my next question is, why should prison be comfortable? Last I checked it was supposed to be a punishment and we have completely taken the punish out of the equation. Then we have the NERVE to ask why the inmate population acts the way they do. I say if your supervisors want to deny them Respite then they are the ones putting their jobs on the line.
