Complaining on a blotter will not accomplish much. If you truly feel that you are being treated unfairly, file a formal grievance. You will more than likely have to file a step 2 which will be answered by the Assistant Regional Director by phone or in person. Have your ducks in a row with specific complaints and policies otherwise you will appear foolish and grasping at straws. It is very common practice for Admin. to resort to dirty tactics so you need to learn how to fight dirty as well. Don't take any shit but be prepared for what transpires when you open the can of worms so to speak. Good luck on your endeavor and don't tolerate retaliation as well as a hostile work environment.
