There was a push toward professionalism in Corrections in the 1980s & 1990s. By 2001 after the Dot.Com bubble affected budgets and the hate government movement gained traction, Corrections agencies began to be starved for resources so here we are.
As for lardassedness, I don't think TDCJ can change the culture. Half or more of the US is obese and that's quite simply what TDCJ has available to draw from. Until people put down the big gulp sodas and stop grazing at Golden Corral, lardassedness is just how it's going to be. Calories have become too easy to get. Unless WWIII disrupts the calorie pipeline and forces people to change, Omar-The-Tentmaker will continue to make TDCJ uniforms. Especially once all those prison units get air conditioning. TDCJ will have to put double doors in every prison.
