Ozone can be easily generated using a "dielectric barrier discharge". This fancy sounding device is actually fairly simple to make by using either glass plates or glass jars, some wire or metal mesh, and a neon sign transformer or oil burner ignition transformer (6 - 15 kV). The electrodes are separated by one or two layers of glass insulation. The air space between the glass plates or the one electrode and the glass becomes filled with a bluish-violet glow when driven by a high voltage AC source - by forcing air through this region, ozone can be created in substantial quantities. Another type of generator uses a mercury vapor "germicidal" UV light that generates short wave ultraviolet light which generates ozone.
Warning: Be very careful that you don't overdose people in the vicinity of the ozone generator - ozone can potentially make sick people even sicker. Ozone is a very toxic, dangerously reactive oxidizing gas. Your ability to detect its odor fades dramatically with continued exposure. Prolonged exposure can cause severe irritation of the respiratory tract and eyes. Symptoms of ozone poisoning include labored breathing and a tight chest (this can feel almost like a heart attack!), severe headaches, or the onset of asthma-like symptoms. Extreme cases of exposure can cause liquid in the lungs, and even death.

If possible, I would appreciate if you could get hold of Tesla's cold plasma ozonator plans. Apparently it's secret lies in a certain mixture of rare gasses inside a neon tube that produces ozone without any traces of nitrous oxide for a long period of time. The comercial ones are very expensive, but neon tubes are not that hard to make.

Tesla's patent for an ozone geenrator used a high frequency transformer to generate corona between two electrodes. The electrodes were simply spaced far enough apart so that they did not actually spark over. The patent is US Patent number 568177, dated September 22, 1896. You can see a PDF copy on Bart Anderson's site:
A lot has been learned about efficient ozone production since Tesla's time. If you want to use neon tubes, you can use the following approach. BTW, there is nothing magical about using neon tubes - virtually any rarified gas will work, ao you can use a pair of tubes with neon, argon, mercury vapor, etc.
All are fine - even fluorescent lamps should work. The tubes are placed in parallel with each other and a HV AC source (typically a neon sign transformer) is connected to across the electrodes on the near ends of the tubes. The far ends are NOT electrically connected and are insulated to prevent them from arcing to one another or anything else. Electricity flows through the rarefied gases in the tubes, and is then "capacitively" coupled through the glass and through the air space (as corona) between the tubes. This is just another form of a dielectric barrier discharge. As long as there is no actual arcing or sparking, ozone will be produced with little nitrogen oxides.
