current ballast/choke construction

Hi, I have constructed "E's & "I's" for a vari gapped choke ballast. The center where the windings will be has a 2" by 4" area,and 'bout 5.5" winding length area, with about 2" winding windows (I can email a pic if you want ). I have just found a baby pig , 1.5 kva , and would like to limit to about 9-10 amps max as not to burn it up. Would 240 turns be about right do ya think ? Also, as I never plan on exceeding about 3kva, would #12 wire work ok ? I was just planning on using the plastic insulated type, not magnet/motor wire. Thanks for any help you can give me!!!!!!!dave
