Sorry, but I simply don't buy that. Do you have any credible references/evidence for this? The primary source for the "Philadelphia Experiment" story is Al Bielek. There's compelling evidence that the story is simply an entertaining hoax. See the following for information about the gaping factual holes in Mr. Bielek's story and how Tesla became (erroneously) associated with the "Philadelphia Experiment". In reality, there was indeed an effort to make ships "invisible" - to magnetic mines by using coils of wire to neutralize (degauss) residual magnetism in their hulls. Some of this effort is described by one of the participants, Dr. Francis Bitter, in his book "Magnets, the Education of a Physicist". This I DO agree with, although Tesla did appear to go off the deep end in his later years. Tesla's most productive period was the years between 1883-1915. He was old and frail at age 86, and seldom ventured beyond his hotel room at the time of the supposed Philadelphia Experiment.
Yes, time is intimately related with electromagnetism (the relationahip between time varying magnetic and electric fields).
