Possibly.
Boeing has successfully used a similar technology to remove dents caused by hail damage in aluminum alloy airplane skin. It would take higher energy levels (since steel is tougher and has higher electrical resistance), but I see no technical reason why the technique couldn't work on car sheet metal.
However, there are a variety of other less expensive techniques for doing paintless dent removal, so it electromagnetic dent removal may not be a cost-effective approach.
