No you cannot take live ordnance out of county but you can take helmet, remains of shells (mortars, artillery… ), non-working weapons and other small items. All you need to do is go to the Ministry of Culture to have your items evaluated. They will evaluate your items for historical value, dollar value and other things. You may have to pay taxes or other fees related to the removal. Also, depending on the mood of the staff you may or may not get approval for you items at all. You will have to go through a little bureaucracy red tape to get your dug items on your display stand. Human skull, no possible way! Also, I do a similar type of process for exiting with copies of historic documents, maps and unpublished pictures that I have recovered via the archives at the panoramic museum. http://members.boardhost.com/stalingrad/msg/1154208719.html But first before any of this you need to get permission to dig. This can be obtained at the local and federal levels. Currently there is a youth from the Volgograd region serving a three year prison sentence for recovering a German bayonet/scabbard and trying to sale it via one of the on-line auction house without the correct paperwork for digging. He had no prior police or criminal record. Here a short list of items I have removed with permission from the region over the years: German, Soviet and Romanian helmets, bayonet/scabbard, field gear, pistols, rifles and machine guns, including a rusted out German MP-40 with matching clip serial numbers and a Soviet DP-28 (Record player) MG.
