Biden wants to be President more than anything, but he doesn't want to do anything that hurts the Democratic party's chances of retaining the White House. He also doesn't want to be the guy who stood in the way of an exceptional woman becoming the first female president. He's also first and foremost a family man, and I think that's going to weigh most heavily on his decision. I really don't think he's going to run.

As for Hillary, I think she's going to start ticking up in the polls. I look for her to rock in the first Democratic debate, and for her to kick some right-wing butt in her Benghazi committee appearance later this month. I'm sure she's fired up after Kevin McCarthy's foot-in-mouth moment.
