Yes, it is a Garter; Garters can vary quite a bit across their range, and even in a local population, so no photograph or specimen is going to be representative of any snake you are likely to see.
They can be very agressive when first encountered, but usually calm down, and can be handled, making fair pets if you are careful about feeding them correctly and giving them UV light. They are of course harmless, having neither fangs nor venom. Food is usually worms and other invertebrates plus the occasional small fish which they simply overpower.
